履 · Lǚ
The Judgment
Treading upon the tail of the tiger. It does not bite the man. Success. One walks in a genuinely dangerous place and is unharmed, not by luck but by conduct. Good humour, correct manners, and clear-eyed respect for the power involved make the passage safe where boldness or servility would both fail.

Heaven above, the lake below: the image of treading. Thus the superior person discriminates between high and low, and thereby fulfils the will of the people, giving each thing its proper place and weight.
Interpretation
You are moving through a situation with real power in it, whether that means a dangerous person, a high-stakes negotiation, or a system that could crush you if handled carelessly. The good news is that the danger is passable.
