The Judgment
Contemplation. The ablution has been made, but not yet the offering. Full of trust they look up to him. The moment of gathered reverence before the ceremony carries more power than the ceremony itself. One who is genuinely worth watching influences others without saying anything, simply by how they stand.
The Image
The wind blows over the earth: the image of contemplation. Thus the kings of old visited the regions of the world, contemplated the people, and gave them instruction suited to what they actually found.
Interpretation
Step back and look. This is a hexagram of observation rather than action, and the quality of your seeing determines everything that follows. Get above the situation far enough to see its shape: what is really driving it, who is actually involved, which pattern keeps repeating. Resist the pressure to decide before you understand.
