What are Guanyin fortune sticks?

A set of one hundred numbered bamboo sticks used in Chinese temples. You shake the cylinder until one stick falls out, then read the poem and interpretation attached to that number.

What do the fortune levels mean?

They rank the stick from 上上籤 (most favourable) down to 下下籤 (most difficult). A difficult stick is a warning about how you are going about something, not a verdict on your life.

Should I draw again if I get a bad stick?

Traditionally, no. The stick is an answer to the question you asked. If it is unfavourable, the poem and the interpretation will tell you what to change.
